BASC Conducts Stakeholder Consultation on Sustainable Infrastructure Planning, Digital Innovation on Proposal Submission and Tracking

SAN ILDEFONSO, Bulacan — The Bulacan Agricultural State College (BASC), through its Planning and Development Office, conducted a Stakeholder Information and Consultation on compliance with the Department of Environment and Natural Resources (DENR) Environmental Impact Statement (EIS) System, and a digital walkthrough for the FY 2028 Machinery and Equipment Proposal Preparation in a two-session meeting held at 1:00 PM onward on October 21, 2026, at Rene Cayetano Hall.
The consultation aimed to gather stakeholder inputs on the college’s proposed infrastructure development projects in support of compliance with the DENR-EIS System. It brought together key representatives of the academic community, including vice presidents, directors, deans, the University Student Council (USC) president, and other student leaders.
Engr. Gladys Ann C. Santos-Plaza, Planning Officer II and Unit Head of the Planning Unit, presented the proposed infrastructure projects, emphasizing the importance of environmental planning, public participation, and stakeholder involvement in identifying potential concerns and appropriate measures to minimize construction-related impacts.
Architect Raymart M. Fajardo, Unit Head of the Project Management Unit, presented the technical layouts and proposed distribution of academic buildings, research facilities, and green structures across BASC campuses. He also discussed measures to address potential environmental and safety concerns during construction and operation, including dust and noise control, proper waste management, drainage, pedestrian safety, and climate and disaster resilience.
In a separate session, Dr. John Edward Y. Cruz, Director of the Planning and Development Office, presented the FY 2028 Machinery and Equipment Proposal Preparation and demonstrated a newly developed web application for submitting and tracking departmental machinery and equipment proposals. The platform aims to streamline the process, improve administrative efficiency, and promote transparency in institutional planning.
During the consultation, participants raised questions, shared observations, and offered suggestions concerning the proposed infrastructure projects and their potential effects on campus operations and the environment. The question-and-answer portion provided an opportunity for clarification and further discussion, allowing stakeholders to contribute recommendations on environmental safeguards, pedestrian safety, drainage, and campus utilities.
The feedback gathered will serve as valuable input in refining proposed project designs and identifying appropriate measures to address environmental and operational concerns throughout construction and after the facilities become operational.
Through stakeholder engagement, responsible environmental planning, and digital innovation, BASC continues to strengthen its institutional planning processes and advance infrastructure development that supports a safe, sustainable, and resilient campus environment.
