BASC Celebrates 2025 Araw ng mga Guro at Kawani ng BASC, Honors Dedicated Employees

SAN ILDEFONSO, Bulacan — The Bulacan Agricultural State College (BASC) successfully celebrated the 2025 Araw ng mga Guro at Kawani ng BASC, in line with the national commemoration of the 125th Philippine Civil Service Anniversary (PCSA), on September 29, 2025, at the BASC Multipurpose Gymnasium.

The event, held under the national PCSA theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan,” gathered faculty and staff to recognize dedicated service and commitment to public excellence.

The celebration began at 9:00 AM with the opening remarks delivered by Dr. Ronald Reagan T. Alonzo, Vice President for Administration and Finance and Chairman of the PRAISE Committee. College President Dr. Jameson H. Tan then provided his greetings and introduced the Guest of Honor and Speaker, Director Dulce J. Cochon of the Civil Service Commission (CSC) Field Office-Bulacan.

CSC Director Cochon delivered a stirring address that emphasized the Commission’s new public service vows, encapsulated by PIES: Patriotism, Integrity, Excellence, and Spirituality. She also highlighted the critical importance of job satisfaction among civil servants and stressed the evolving role of Human Resources Management (HRM) as a more strategic and developmental function within the government.

Injecting vibrancy into the program, the audience was treated to a captivating intermission number. Mr. Khimberly D. Amatorio and the Lipíng Tagalog Folkloric Group delivered a memorable performance, celebrating the rich cultural heritage of the region through music and dance.

Ceremonies and Recognition

A significant portion of the program was dedicated to recognizing the exemplary service of BASC personnel. The ceremonies included:

  • Oath-taking: Dr. Jameson H. Tan led the oath-taking of all newly hired and promoted employees, welcoming them to the BASC family. Director Dulce J. Cochon led the solemn Panunumpa ng Kawani ng Gobyerno (Oath of Government Employees).
  • Service Loyalty Awards: Dr. Marivic A. Capalad, a member of the BASC PRAISE Committee, presented awards to long-serving employees:
    • 40 Years – Ms. Ma. Dolores G. Bersamina, Head of BASC Accounting Unit
    • 30 Years – Ms. Alicia B. Alba, Director for Administration and Finance Services, and Assistant Professor Loreta N. Bautista, a faculty member from the College of Education and Graduate School of Education
    • 20 Years – Ms. Geraldine A. Cruz, Director of Public Affairs and Information Office
    • 10 Years – Dr. Cecilia S. Santiago, Vice President for Academic Affairs
  • University Accomplishment and Exemplary Awards: BASC PRAISE Committee members Engr. Alvin G. Quizon and Dr. John Edward Y. Cruz presented the University Accomplishment Incentive Awardees.
 

o   Dr. Amerigo B. Ramos, Jr. received a Certificate of Recognition and a Php5,000 cash award for publishing their research paper entitled, ‘Navigating the Maze: Exploring BASC Transgender OJT Students’ Experience for Policy Recommendation,’ in the Scopus-indexed Suranaree Journal of Social Science.

o   Dr. Billy Joe V. Villena received a Certificate of Recognition and a Php5,000 cash award for completing his research study entitled, ‘The Mediating Effect of Expectancy Theory Components on the Relationship of Interest and Aspirations of Students in Working in the Gig Community,’ ahead of its scheduled completion date.

o   Dr. Ronald Reagan T. Alonzo received a Certificate of Recognition and a Php5,000.00 cash award for publishing his research paper entitled, ‘Bridging Skills Gaps: A Learning Need Analysis of Non-Teaching Personnel in Higher Education’ in the Scopus-indexed International Journal of Innovative Research and Scientific Studies.

o   Engr. Franz Z. Miranda received a Certificate of Recognition and a Php50,000.00 cash award for having his Utility Model (UM) application entitled, ‘Composition of Jam’ duly approved and registered with the Intellectual Property Office of the Philippines (IPOPHL).”

o   Dr. Imee D. Esguerra, Dr. Billy Joe V. Villena and Ms. Ashley M. Viagedor received a Certificate of Recognition and a Php2,000.00 cash award for publishing their research paper entitled, ‘Understanding the Training Needs of Faculty Members in Producing Research Outputs: Input to Faculty Development Program’ in the peer-reviewed CTU Journal of Innovation and Sustainable Development.

o   Dr. Imee D. Esguerra received a Certificate of Recognition and a Php2,000.00 cash award for publishing her research paper entitled, ‘Fostering Marketing Students’ Critical Thinking Skills Through Case Method’ in the peer-reviewed Journal of Education and Innovation.

o   Ms. Joy Christine V. Sta. Cruz and Ms. Marielle D. Gamboa  received a Certificate of Recognition and a Php50,000.00 cash award for having their Utility Model (UM) application entitled, ‘Composition of Fermented Rabbit Jerky’ duly approved and registered with the Intellectual Property Office of the Philippines (IPOPHL).”

o   Ms. Joy Christine V. Sta. Cruz and Ms. Marielle D. Gamboa  received a Certificate of Recognition and a Php50,000.00 cash award for having their Utility Model (UM) application entitled, ‘Process of Making Fermented Rabbit Jerky’ duly approved and registered with the Intellectual Property Office of the Philippines (IPOPHL).”

o   Ms. Maria Arjie T. Domingo received a Certificate of Recognition and a Php5,000.00 cash award for completing her research study entitled, ‘An Exploration of the Virtual Linguistic Landscape of BASC-affiliated Facebook Page’ ahead of its scheduled completion date.

o   Ms. Maria Arjie T. Domingo received a Certificate of Recognition and a Php5,000.00 cash award for completing her research study entitled, ‘A Socio-Pragmatic Analysis of the Persuasive Strategies used in ESL Essays in BASC’ ahead of its scheduled completion date.

o   Ms. Eiffel N. Marcelo received a Certificate of Recognition and a Php5,000.00 cash award for completing her research study entitled, ‘Effects of Genderflects on English Language Learning among Students in a State College’ ahead of its scheduled completion date.

o   Ms. Princess White W. Mananguit received a Certificate of Recognition and a Php10,000.00 cash award for completing her Master’s Degree in Business Administration in January 2025 through self-financing.

o   Dr. Myrtel S. Bernardo received a Certificate of Recognition and a Php4,000.00 cash award for winning 3rd Place Best Paper with the study ‘Smart Lighting Artificial Intelligence-Driven Platform for High-Valued Crops on Hydroponics System’ at the 1st National Conference on Agriculture and Allied Sciences (NCAAS).”

o   Ms. Evelyn Q. Alera, Ms. Sheryll C. De Leon and Ms. Veronica A. Tayao received a Certificate of Recognition and a Php3,000.00 cash award for winning 1st Place Best Paper in the Experimental Research Category with the study ‘Synergistic Effects of Water and Nutrient Management with Biochar Amendment on Rice (Oryza sativa) Production under Field Conditions for Wet Season (Phase 1)’ during the 2025 BASC Agency In-House Review.

o   Dr. Celso S. Sto Domingo and Dr. Honeylet J. Nicolas received a Certificate of Recognition and a Php2,500.00 cash award each for winning 2nd Place Best Paper in the Experimental Research Category  with the study ‘Prevalence of Eimeria sp. Infection in Rabbit Farms in San Ildefonso, Bulacan’ during the 2025 BASC Agency In-House Review.

o   Dr. Robert A. Capalad, Dr. Marivic A. Capalad, Mr. Argie T. Bunalade, and Mr. John Paul Elizer M. Ubaldo received a Certificate of Recognition and a Php2,000.00 cash award each for winning 3rd Place Best Paper in the Experimental Research Category with the study ‘The Growth and Yield Performance of Grafted Bitter Gourd (Momordica charantia) Using Different Organic Nitrogen Sources’ during the 2025 BASC Agency In-House Review.

o   Dr. Myrtel S. Bernardo received a Certificate of Recognition and a Php2,000.00 cash award for winning 3rd Place Best Paper in the Experimental Research Category  with the study ‘Smart Lighting Artificial Intelligence-Driven Platform for High-Valued Crops on Hydroponics System’ during the 2025 BASC Agency In-House Review.

Villena received a Certificate of Recognition and a Php2,500.00 cash award for winning 2nd Place Best Paper in the Socio-Economics Research Category with the study ‘Hospitality Management Students’ Motivation and Aspirations to Work in the GIG Economy: An Expectancy Theory Perspective’ during the 2025 BASC Agency In-House Review.

o   Ms. Maria Arjie T. Domingo received a Certificate of Recognition and a Php2,000.00 cash award for winning 3rd Place Best Paper in the Socio-Economics Research Category with the study ‘Hospitality Management Students’ Motivation and Aspirations to Work in the GIG Economy: An Expectancy Theory Perspective’ during the 2025 BASC Agency In-House Review.

o   Ms. Eiffel N. Marcelo received a Certificate of Recognition and a Php3,000.00 cash award for winning 1st Place Best Paper in the Educational Research Category with the study ‘Effects of Genderlects on English Language Learning among Students in a State College’ during the 2025 BASC Agency In-House Review.

o   Dean Michelle Cortez, Engr. Rodwin Derick C. Catiis, Engr. Alfredo L. Taluban Jr. , Ms. Christine V. Grimaldo, and Engr. Alexis Geronimo received a Certificate of Recognition and a Php2,500.00 cash award for winning 2nd Place Best Paper in the Educational Research Category with the study ‘Factors Affecting the Retention Rate of Institute of Engineering and Applied Technology Students’ during the 2025 BASC Agency In-House Review.

o   Dr. Viverly E. Mata and Ms. Cynthia M. Sanchez received a Certificate of Recognition and a Php2,000.00 cash award, winning 3rd Place Best Paper in the Educational Research Category with the study ‘Causes of Writing Difficulties of Education Students: Basis for Institutional Development Plan’ during the 2025 BASC Agency In-House Review.

o   Dean Richard F. Sarmiento, Mr. Albert C. Argellon, and Mr. Nickie T. Punla received a Certificate of Recognition and a Php3,000.00 cash award winning 1st Place Best Paper in the Development/Extension Category with the study ‘Roots of Sustainability: Bridging Nature and Progress to Empower Communities through Agroforestry’ during the 2025 BASC Agency In-House Review.

o   Dr. Meriam F. Sulit, Dr. Nerilyn J. Victoria, Mr. Rael C. Tejada, Ms. Donaida B. Ramos and Mr. Lester Parungao received a Certificate of Recognition and a Php2,500.00 cash award for winning 2nd Place Best Paper in the Development/Extension Category with the study ‘Uplifting the Livelihood of Bulacan Agricultural State College (BASC) Students through Urban Gardening’ during the 2025 BASC Agency In-House Review.

o   Ms. Joy Christine V. Sta. Cruz and Ms. Marielle D. Gamboa received a Certificate of Recognition and a Php3,000.00 cash award for winning 1st Place Poster Category with the study ‘Preparation of Rabbit Frankfurter made with Different Lipid Source’ during the 2025 BASC Agency In-House Review.

Dr. Cecilia S. Santiago, Vice President of Academic Affairs, delivered the closing remarks, expressing gratitude for the unwavering dedication of the BASC community.

The successful event, managed by Master of the Ceremony Mr. Adrian Arbi D. Caseja, Faculty from the Institute of Arts and Sciences, reaffirmed BASC’s commitment to recognizing its personnel as the true “Lingkod Bayani” (Heroic Servants) of the nation. BASC looks forward to another year of dedicated public service guided by the principles of Patriotism, Integrity, Excellence, and Spirituality (PIES).
