BASC and CHR Join Hands to Champion Human Rights Education







SAN ILDEFONSO, BULACAN – Bulacan Agricultural State College (BASC) and the Commission on Human Rights (CHR), through its Center for Human Rights Education, officially inked a Memorandum of Agreement (MOA) in a ceremony held at the BASC on June 18, 2025. This event was proudly hosted by the Gender and Development (GAD) Office, led by Dir. Edna Mae D. Cruz. This new partnership is all about boosting human rights education and making sure its message resonates widely, both within our college community and beyond.
The signing ceremony kicked off with a short program that set a tone for this important collaboration. The attendees were warmly welcomed by Atty. Leorae D. Valmonte, Regional Director of CHR Region III, who highlighted how crucial education is in helping the people embrace human rights. Then, Ms. Ysobel Maria Rivera Varga, Chief of Promotion and Advocacy Division at the CHR Center for Human Rights Education, gave a clear and inspiring peek into the Center’s mission and the collaborative spirit behind this MOA.
The heart of the event was the formal MOA signing, signifying both institutions’ shared commitment to stand up for human rights. This agreement is set to open doors for exciting new projects, like weaving human rights into our college courses, launching joint research, sparking awareness campaigns, and building capabilities for both our amazing students and dedicated faculty.
Dr. Jameson H. Tan, CESE, President of Bulacan Agricultural State College, wrapped up the program with an encouraging message, sharing BASC’s deep commitment to honoring human dignity and justice.
Both agencies are looking forward to the significant positive ripple effect this MOA signing will create. It means more amazing opportunities for BASC students and staff to learn and get involved in human rights advocacy, all while helping CHR fulfill its important mission across the nation.
