Bulacan Agricultural State College Kicks Off 2025 Ease of Doing Business (EODB) Month

In a strong show of support for nationwide reforms, Bulacan Agricultural State College (BASC) joins the rest of the country in celebrating Ease of Doing Business (EODB) Month this May, as declared under Presidential Proclamation No. 818, series of 2025.

The month-long observance, spearheaded by the Anti-Red Tape Authority (ARTA), aims to raise public awareness, drive reforms, and build stronger cooperation between government agencies and stakeholders in promoting efficient and citizen-friendly public service.
With the theme “From Red Tape to Red Carpet: Better Business Movement in a Bagong Pilipinas,” BASC officially launched its local celebration during the first Monday of May flag raising ceremony on May 5, 2025, hosted by the Institute of Computer Studies. The opening was led by the Committee on Anti-Red Tape (CART) in coordination with the Public Affairs and Information Office, headed by Director Geraldine A. Cruz, who gave an overview of the celebration and emphasized the importance of ARTA’s mission in enhancing transparency, accountability, and responsiveness in government processes.
During the program, BASC Legal Officer Atty. Sheigla Nerie V. David gave an insightful overview of Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. She urged everyone to reimagine government service from the frustrating experience of “Hala! Ang tagal naman!” to the surprisingly efficient “Ang bilis! Tapos na pala!”
She added that RA 11032 mandates all government institutions to simplify, standardize, and digitalize procedures—ensuring that services are not only faster, but also more reliable and client-centered.
Throughout May, BASC will roll out a series of capacity-building activities, information campaigns, and frontline service improvement initiatives in line with ARTA’s national framework. These activities aim to engage government personnel, students, private partners, and civil society in transforming bureaucratic culture and advancing public trust.
By taking part in this nationwide movement, BASC reaffirms its commitment to effective, inclusive, and participatory governance—consistent with its institutional goals and the Sustainable Development Goals (SDGs), particularly SDG 8 (Decent Work and Economic Growth), SDG 16 (Peace, Justice, and Strong Institutions), and SDG 17 (Partnerships for the Goals).
As the College transitions toward universityhood, BASC embraces this opportunity to lead by example—by building a more service-oriented academic community where efficiency and integrity are at the heart of public service.
