BASC Scholars Receive Educational Boost Through “Kuya Win” Financial Assistance Program

SAN ILDEFONSO, BULACAN — A spirit of hope, gratitude, and renewed determination filled the Bulacan Agricultural State College (BASC) Multipurpose Gymnasium on February 23, 2026, as scholars gathered for the “Kuya Win” General Assembly and Ceremonial Payout, a significant initiative that continues to uplift and empower deserving students.

The event marked the official distribution of the Educational Financial Subsidy for the first semester of Academic Year 2025–2026, benefitting 528 BASC scholars. Facilitated by the Office of Student Affairs and Services (OSAS) headed its Director, Dr. Jennifer P. Adriano, through the Institutional Students Program and Services Unit (ISPSU), under the leadership of Dr. Herbert Anthony V. Roberto, each beneficiary received a grant amounting to Php 7,500. The subsidy is intended to help ease financial burdens related to school supplies, books, transportation, and other essential academic expenses.

The program formally opened with a solemn prayer and the singing of the Philippine National Anthem. In her welcome message, Vice President for Academic Affairs Dr. Cecilia S. Santiago emphasized the College’s commitment to student welfare and academic success, underscoring the vital role of scholarship programs in supporting the dreams of young learners.

BASC President Dr. Jameson H. Tan then delivered an inspiring message, highlighting the significance of partnerships in expanding opportunities for students. He reaffirmed the institution’s unwavering dedication to nurturing future professionals, especially those from financially challenged backgrounds. President Tan also expressed his gratitude to the Office of Senator Win Gatchalian for its continued support and introduced the guest of honor.

Representing Senator Gatchalian, Valenzuela City 2nd District Councilor Niña Shiela B. Lopez conveyed the Senator’s commitment to sustaining the program. She assured the scholars that the initiative would remain a strong and reliable source of assistance for students striving to complete their education despite financial challenges.

The highlight of the assembly was the ceremonial payout, where scholars officially received their educational grants. The moment was filled with joy and relief, reflecting the tangible impact of government support on the lives of the beneficiaries and their families.

In his closing message, Dr. Roberto encouraged the scholars to use the financial assistance responsibly and to remain focused on their academic goals. He reminded them that the opportunity they received is not only a privilege but also a responsibility to strive for excellence and contribute positively to society.

Through this meaningful collaboration, BASC and the Office of Senator Win Gatchalian continue to strengthen their shared vision of empowering students and breaking barriers to education.
