BASC OJT Students Honored at BUKLOD 2025 for Pioneering LRMDS Portal


CITY OF BALIWAG, BULACAN – Bulacan Agricultural State College (BASC) received a distinguished recognition for its vital partnership and the exceptional contributions of its on-the-job training (OJT) students during the Baliwaghenyos Unite for Knowledge, Learning Opportunities, and Dialogue (BUKLOD) 2025. Held on June 13, 2025, at the Baliwag City Star Arena, the event was organized by the Schools Division of the City of Baliwag in celebration of educational innovation and collaboration. BASC students were especially commended for their instrumental role in developing D-ACCESS, a groundbreaking Learning Resources Management and Development System (LRMDS) portal. The recognition highlighted not only the students’ technical excellence but also the transformative impact of meaningful academic-industry partnerships. The celebration was filled with pride, inspiration, and a renewed commitment to educational advancement.
The D-ACCESS portal, an innovative online platform, is now fully accessible to all teachers across the Schools Division Office of the City of Baliwag. This digital platform empowers both educators and students to conveniently access, share, and manage vital learning resources—including lessons, modules, and digital materials—anytime and anywhere. Its implementation marks a significant leap forward in supporting the effective delivery of learning and teaching materials within the Division.
The program featured inspirational messages from Hon. Sonia V. Estrella, Mayor-Elect of Baliwag City, and Hon. Augustina Dominique Cruz Pancho, Congresswoman for District 2. Keynote addresses were delivered by Rowena T. Quiambao, CESO VI, Schools Division Superintendent. Other notable speakers addressed various crucial topics from legal issues in school administration to innovative teaching practices. The event, emceed by Ceddi B. Garcia and Marilen P. Pascual, also included recognitions for outstanding schools and best practices across the SDO City of Baliwag, making BASC’s acknowledgment a key highlight of the gathering.
During the event, BASC duly represented by the Institute of Computer Studies (ICS) Dean, Prof. Michelle M. Cortez, was acknowledged for its unwavering partnership, with emphasis on the talent displayed by its students. This collaboration was highlighted for providing the Division with a cost-efficient and highly functional digital platform, further demonstrating the potential of youth empowered through partnership and purpose. Officials from the Schools Division Office of the City of Baliwag expressed satisfaction with the D-ACCESS system, noting its significant impact on resource accessibility for their educators.
The development of the D-ACCESS portal was a testament to the dedication and technical prowess of five students from the Bachelor of Science in Information Technology (IT) Program, who undertook this project during their On-the-Job Training (OJT) at the Schools Division of the City of Baliwag and worked under the supervision of Mr. Dave F. Macalinao, their OJT Coordinator and BSIT Chairperson and Mr. Florentino S. Casuco, Jr. who introduced the students to SDO Baliwag.
- Joseph Dominic B. Arenas, who served as Multimedia Designer and Front-End Developer, specifically developing the Student side of the LRMDS.
- Jerome C. Mempin, also a Front-End Developer and Multimedia Designer, who was instrumental in developing the Teacher side of the LRMDS.
- Marlon M. Baro, the Back-End Developer and Database Developer, who meticulously engineered the portal’s robust back-end infrastructure.
- John Patrick Dr. Garlan, a talented Multimedia Designer and Back-End Developer, is responsible for developing the Super Admin functionality of the system.

Developed the interface for the Learning Resource (LR) Coordinator.

The D-ACCESS portal significantly symbolizes what can be achieved when academic institutions and government bodies collaborate to leverage young talent for public good.
