BASC Holds Seminar on Anti-Sexual Harassment Act of 1995 and Safe Spaces Act, Strengthening a Safe and Respectful Workplace

San Ildefonso, Bulacan — Staying true to its commitment to provide a safe and respectful environment, Bulacan Agricultural State College (BASC) conducted a meaningful seminar on the Anti-Sexual Harassment Act of 1995 (Republic Act No. 7877) and the Safe Spaces Act (Republic Act No. 11313) on March 19, 2025. Held at the BASC Function Hall, the event gathered both teaching and non-teaching personnel in an important discussion about workplace dignity, respect, and accountability. BASC President Jameson H. Tan, Dr. Cecilia S. Santiago, Vice President for Academic Affairs, and other College officials were also present in the event.

Leading the seminar was the Gender and Development (GAD) Office, headed by Director Edna Mae D. Cruz, who provided overall guidance and direction for the activity. Supporting her were Atty. Sheigla Nerie V. David, the College Legal Officer, who facilitated the sessions for the teaching staff, and Ms. Desiree A. Rodriguez, Officer-in-Charge of the Human Resource Development and Management Office, who discussed the topics with the non-teaching personnel.

The goal of the seminar was simple yet vital: to make every member of BASC more aware of what constitutes sexual harassment, understand their rights and responsibilities, and encourage a culture where everyone feels safe and respected. Both facilitators emphasized that sexual harassment goes beyond physical actions—it can also be verbal or non-verbal behavior that creates an intimidating or uncomfortable environment.

Atty. David and Ms. Rodriguez discussed essential points of Republic Act No. 7877 and Republic Act No. 11313, including the definition and scope of sexual harassment, especially those committed by persons in positions of authority or influence. They also walked participants through the proper procedures for reporting incidents, highlighting the role of the Committee on Decorum and Investigation (CODI) in handling complaints fairly and confidentially.

Equally important was the discussion on penalties for offenders and the duty of the institution’s leaders to prevent and address such misconduct. The facilitators stressed the importance of confidentiality to protect both the complainant and respondent while ensuring a fair process.

One of the strongest messages from the seminar was the shared responsibility of everyone at BASC to foster a respectful, inclusive, and professional workplace. Participants were encouraged to be proactive in creating a positive environment where harassment has no place.

The attendees were engaged throughout the seminar, sharing their thoughts and asking questions that showed a genuine commitment to understanding the law and how it applies to everyday situations on campus. The open forum provided a space for honest discussions and meaningful exchanges.

By hosting this seminar, BASC once again demonstrated its dedication to protecting the rights and welfare of its employees and students. Through continued learning and awareness, the college strengthens its vision of a community where dignity, respect, and safety are part of everyday life.
