BASC Charts Its Future: Strategic Planning Workshop Sets Direction for 2026–2032

TAGAYTAY CITY — With a renewed sense of purpose and unity, the Bulacan Agricultural State College (BASC) gathered its key officials and unit heads for a three-day Strategic Planning Workshop for BASC 2026–2032, held on December 3–5, 2025, at Hotel Casiana & Events Center, Tagaytay City.

The workshop served as a critical venue for aligning institutional goals with national directives under the CHED ACHIEVE Agenda, strengthening internal collaboration, and laying down clear, forward-looking strategies that will guide BASC through the next seven years.

DAY 1: Setting the Vision and Harmonizing Directions

The workshop opened with registration, invocation, and welcoming activities, followed by a comprehensive presentation by College President Dr. Jameson H. Tan, who emphasized the importance of ensuring BASC’s long-term Strategic Plan is fully aligned with CHED priorities and responsive to emerging educational demands.

Participants then moved into small-group break-out sessions to begin finalizing their respective Office and Unit Strategic Plans for FY 2026–2032, ensuring that each department clearly articulated its goals, performance indicators, and contribution to the institutional mission.

Day 1 closed with a plenary open forum and reflections led by Dr. Cecilia S. Santiago, Vice President for Academic Affairs.

DAY 2: Reviewing Performance and Strengthening Commitments

The second day began with a recap of Day 1. Office and unit heads presented their FY 2025 Accomplishments versus their 2025 performance targets, creating a transparent baseline for planning the 2026–2032 cycle.

The presentations opened avenues for key officials to provide insights that aim to ensure that office programs and activities are aligned with SUC leveling instrument, as well as those required by international accreditation standards. The day ended with a synthesis session highlighting key themes, challenges, and strategic opportunities for the College.

Closing remarks were delivered by Dr. Honeylet J. Nicolas, Vice President for Research, Extension, Production and Development (REPD), underscoring the importance of data-driven planning and collaborative action.

 

DAY 3: Finalizing Systems and Strengthening Institutional Accountability

Day 3 focused on capability-building to support performance management. Dr. Alicia B. Alba and Dr. John Edward Y. Cruz facilitated a session on the Strategic Performance Management System (SPMS), including Monitoring and Evaluation protocols essential for implementing the 2026–2032 plan.

A brief GAD Executive Session, led by Director Edna Mae D. Cruz, ensured that gender sensitivity and inclusivity remain embedded in BASC’s forthcoming strategic cycle.

In addition, Vice President for Academic Affairs Dr. Cecilia S. Santiago delivered an update on the institution’s ongoing universityhood initiative, emphasizing that under the leadership of President Jameson H. Tan, BASC remains steadfast and unwavering in its pursuit of becoming a full-fledged state university. She underscored that the administration continues to work diligently and strategically to meet all requirements, with the goal of achieving university status at the soonest possible time.

The final synthesis and reflection activity consolidated the outputs of the three-day workshop, culminating in closing remarks delivered by Dr. Ronald Reagan T. Alonzo, Vice President for Administration and Finance, who emphasized the importance of collective execution of the strategic roadmap.

Shaping the Future of BASC

The workshop successfully produced the enhanced draft of the BASC Strategic Plan 2026–2032, capturing the institution’s vision of becoming a gender-responsive Smart Agricultural University.

More than a planning exercise, the event reaffirmed BASC’s commitment to excellence, accountability, and transformative leadership. With clear priorities, strengthened collaboration, and a shared sense of direction, BASC stands ready to navigate the next decade with purpose and unity.
