BASC Earns ‘Kinatawan ng Bayan Award’ for Literacy Program Partnership

The Bulacan Agricultural State College (BASC) was recognized as a leading partner in community service after receiving the “Kinatawan ng Bayan Award” during the Regional Program Implementation Review (RPIR) organized by the Department of Social Welfare and Development (DSWD) Field Office III.

The five-day activity, held at Hotel Monticello and concluded on October 10, 2025, showcased the successful collaboration between BASC and the DSWD in carrying out the Tara, Basa! Tutoring Program (TBTP)—a literacy initiative designed to strengthen the reading skills of young learners.

BASC received the award for its continued and active participation in promoting literacy and community engagement. The recognition highlights the institution’s commitment to educational service, particularly through the efforts of 121 student-tutors from both the Main and DRT campuses.

The tutors, who came from the Bachelor of Elementary Education (BEED) and Bachelor of Secondary Education (BSED) programs, underwent a five-day capacity-building session before being deployed for 20 days of tutoring from May to June 2025. They conducted reading sessions in public elementary schools across San Ildefonso, San Rafael, San Miguel, and Doña Remedios Trinidad (DRT) in Bulacan, helping improve the reading proficiency of Grade 2 pupils in these communities.

In addition, the Technical Working Group (TWG) of Tara, Basa! Tutoring Program (TBTP) was presented with the “Aktibong Katuwang ng Tara, Basa!” Award for its outstanding support of the program. Ms. Camille A. Sese, Program Chairperson of the Bachelor of Elementary Education (BEED) and TBTP Focal Person at BASC, was among the recognized TWG members. She represented BASC during the RPIR workshops and accepted the plaque on behalf of the group.

BASC emphasized that the recognition reflects the “service and compassion” of its 121 tutors who devoted their time, effort, and knowledge to help incoming Grade 2 pupils learn, thrive, and read — embodying the College’s motto, “Shaping Minds, Transforming Lives.”  The event reaffirmed the strong synergy between the DSWD and academic institutions like BASC in sustaining meaningful literacy initiatives in Central Luzon.
