BASC Holds Writeshop to Refine and Improve the Citizen’s Charter






Emphasizing its commitment to transparency, efficiency, and responsibility in public service, the Bulacan Agricultural State College (BASC) reviewed its Citizen’s Charter through an two-part activity titled Writeshop on the Revision of the BASC Citizen’s Charter held at the Rene Cayetano Hall, March 3, 2025. With the participation of thirty-five delegates from various BASC offices, the writeshop demonstrated a collaborative effort to enhance institutional processes.
This initiative enhances service delivery and complements BASC’s continuous commitment to ensure compliance with Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act. Through this initiative, BASC aims to simplify procedures, strengthen good government, and increase its responsiveness to needs of stakeholders.
Beginning with opening remarks by College President Dr. Jameson H. Tan highlighting the significance of refining the Citizen’s Charter to assure adherence to national policies and improve institutional services, the event Dr. Tan stressed how the charter encourages inside the company responsibility and responsiveness.
Following the welcome speech, Director of the Quality Assurance Office Engr. Alvin Quizon led the discussion on harmonizing ISO practices with the BASC Citizen’s Charter. He stressed the significance of adding quality management criteria to increase effectiveness, simplify procedures, and preserve public service best standards.
Ms. Alicia B. Alba, Director of Administrative and Finance Services, presented the Statement of Purpose. She stressed that the revision process seeks to ensure that the services BASC offers satisfy the highest criteria so that they may be more easily available and comprehensive guides for academics, staff, students, and other stakeholders.
Atty. Sheigla Nerie V. David, the College Legal Officer, delivered a presentation on Republic Act 11032 to provide the legal basis for the changes. Presenting the Guidelines on the Implementation of the Citizen’s Charter, Ms. Geraldine A. Cruz, Director of the Public Affairs and Information Office, described important actions to guarantee proper execution and compliance.
The second session of the writeshop, scheduled for March 6, will focus on guiding participants in structuring their services according to the prescribed format of the Anti-Red Tape Authority (ARTA), in preparation for submission before the March 31 deadline. Ms. Desiree A. Rodriguez, OIC of the Human Resource Management Office, will serve as the resource person for this session.
The revised Citizen’s Charter will serve as a crucial tool in guiding the BASC community and stakeholders in accessing institutional services with clarity and ease. Through this initiative, BASC reaffirms its dedication to continuous improvement, good governance, and enhanced public service delivery.
